Method
 

  1. Prepare all ingredients: mince garlic and ginger, chop green onions, and cook rice if not done.
  2. Heat sesame oil in a skillet over medium heat. Sauté garlic and ginger for 1 minute until fragrant.
  3. Add ground beef to the skillet, breaking it apart as it cooks. Cook until browned, about 5 to 7 minutes.
  4. Stir in soy sauce, brown sugar, rice vinegar, and red pepper flakes. Cook for an additional 2 to 3 minutes.
  5. Remove from heat and fold in chopped green onions.
  6. Serve over cooked rice and garnish with sesame seeds.
