In a medium bowl, combine the softened cream cheese, crumbled feta cheese, chopped dried cranberries, green onions, garlic powder, and black pepper. Mix until well blended and creamy.
Spread about 1/4 of the cream cheese mixture evenly over one tortilla, leaving a small border around the edges.
Optionally, sprinkle extra chopped cranberries or crumbled feta on top of the spread.
Starting from one edge, roll the tortilla tightly into a log shape. Repeat with remaining tortillas and cream cheese mixture.
Wrap each log in plastic wrap and refrigerate for at least 1 hour. After chilling, slice each log into 1-inch thick pinwheels and arrange on a serving platter.
